Acciona and Appa say that renewables are not the cause of the tariff deficit

The president of Acciona Energía, Carmen Becerril, and the president of the Association of Renewable Energy Producers (Appa), José María González Vélez, have lashed out against the "manifest simplification" and the discourse "unworthy of many forums" in which the problems of the tariff deficit to renewable energies are attributed.

During a sectoral forum organized by the Spanish Energy Club, Becerril said that "the tariff deficit has many causes and origins, and needs a very global analysis" that addresses "all the costs of the electricity system and how they are produced", without falling into the "simplification" of blaming renewables.

In fact, he warned that, "if you look around", you will be able to appreciate that "cross-subsidies and sunk costs are not precisely in renewables". In addition, he recalled that in 2008, the year in which there was the largest tariff deficit, of 5,200 million, the premiums for renewables stood at 2,400 million, which is almost half of the current levels.

"Actually, one of the problems of renewables is that they are the most transparent remuneration mechanism there is, in which the account comes out clear and meridian and everyone knows how much photovoltaic costs," said Becerril, before specifying that his company has no interest in this latest technology.

On the other hand, he lamented the regulatory "uncertainty" in the renewable energy sector and the "sad spectacle" with which official documents on this matter are reviewed in a matter of months. As an example, he recalled that the renewables targets in 2020 of the Zurbano Pact were first modified in the Renewable Energy Action Plan (Paner) and, just a few days ago, in the Energy Subcommittee of the Congress.

"The uncertainty that planning can change in three months is a sign of little solidity," he said, before warning that "Spain is projecting out a sense of weakness of the legal system and causing a lack of credibility."

Finally, he asked the Government to "open the door to offshore wind" so that Spanish companies do not lose their leadership and so that their "technologists" can also be "competitive" and "take a new model of development outside the borders".

"THEY ARE NOT EXTRA COST."

For his part, González Vélez regretted that the regulation qualifies renewables as "overcharge" of the system, when they are in fact "one more cost", and asked that the Government stop making "economic policy with tariffs" and that the regulated tariff be limited exclusively to a small group of consumers with needs.

On the tariff deficit, he denied that the premiums to renewables can be considered the cause of this problem and showed a table in which it is appreciated that there is no relationship between the increase in the mismatch of the system and the greater 'green' incentives. "It is a completely erratic evolution and the amount of the deficit has no relation to the amount of premiums," he said.

Another of the speakers of the forum, the president of the Wind Business Association (AEE), José Donoso, lamented the "painful image" of Spain at the international level due to its regulatory uncertainty and defended the contribution of wind energy to the economy. He also affirmed that encouraging this source of generation does not "penalize" competitiveness, but responds to a "statesman's policy."

Donoso also recalled that the premiums for renewables were not created as a subsidy, but were the incentive with which it was avoided, as the European Union intended, that the energies that emit more CO2 paid a fee for polluting. "Nobody thought it was a threat at the time, but as soon as we started to grow they started questioning us," he said.
