Here we present the program and calendar of events that will take place at COP16 to be held in Cancun from November 29 to December 10, 2010.

I.Provisional agenda

1. Opening of the session.
2. Organizational matters:
(a) Election of the President of the Conference of the Parties at its sixteenth session;
(b) Adoption of the rules of procedure;
(c) Adoption of the agenda;
(d) Election of officers, except for the President;
(e) Admission of organizations as observers;
(f) Organization of work, including sessions of subsidiary bodies;
(g) Dates and venues of future sessions;
(h) Adoption of the report on credentials.
3. Reports of the subsidiary bodies and decisions and conclusions arising therefrom:
(a) Report of the Subsidiary Body for Scientific and Technological Advice;
(b) Report of the Subsidiary Body for Implementation.
4. Report of the Ad Hoc Working Group on Long-term Cooperation under the Convention.
5. Consideration of proposals submitted by Parties pursuant to Article 17 of the
Convention.
6. Second review of the adequacy of Article 4,2(a) and (b) of the

II.General outline of the proposed organization of the session2

1. The opening ceremony of the United Nations Climate Change Conference in Cancun will be held on the morning of Monday, 29 November 2010.

2. The President of the Conference of the Parties (COP) at its fifteenth session shall declare COP 16 open. The COP will consider item 1 of the provisional agenda, as well as certain procedural issues under item 2, such as the election of the President of COP 16, the adoption of the agenda and the organization of work. No statements are expected to be made, except on behalf of the groups. The COP shall entrust the subsidiary bodies with the consideration of such items on its agenda as it deems appropriate. The opening meeting will then be adjourned.

3. The sixth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP) shall then be declared open. The COP/MOP will consider item 1 of its provisional agenda, as well as certain procedural matters under item 2, such as the adoption of the agenda and the organization of work. No statements are expected to be made, except on behalf of the groups. The COP/MOP shall instruct the subsidiary bodies to consider such items on its agenda as it deems appropriate. The opening meeting will then be adjourned.

4. The following sessions of the subsidiary bodies have been scheduled in conjunction with COP 16 and COP/MOP 6:
(a) The 33rd session of the Subsidiary Body for Implementation (SBI);
(b) The 33rd session of the Subsidiary Body for Advice
Scientific and Technological (SBSTA);
(c) The fifteenth session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP);
(d) The thirteenth session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA).

5. Since six bodies will meet during this meeting period, the meeting time will be very limited, especially for contact groups. To make the most of the time available for negotiations, the chairs of the bodies, in consultation with the Parties, may propose time-saving measures and strategies to accelerate work. Such proposals shall be based on such consultations and relevant communications and statements made during plenary meetings, and shall take into account any previous negotiations or conclusions.

6. Additional information on arrangements for COP 16 and COP/MOP 6, after consultation with the Bureau, will be provided in an addendum to the present document.

7. The COP and the COP/MOP shall meet in plenary meetings during the first week to discuss items on their agendas that are not referred to the SBSTA and/or the SBI.
2 As the sixteenth session of the Conference of the Parties (COP) and the sixth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP) will be held during the same meeting period, this general outline applies to both sessions. For ease of reference by Parties and observers, the text of this outline is also contained in the annotations to the provisional agenda of COP/MOP 6 (FCCC/KP/CMP/2010/1). Any additional details will be communicated on the Convention's website.

8. The inauguration of the high-level phase will take place on the afternoon of Tuesday, December 7. Ministers and other heads of delegation will be invited to deliver national statements at the joint meetings of the COP and the COP/MOP on 8 and 9 December. The high-level phase will conclude on Friday, 10 December 2010. Building on the experience of previous sessions, a joint meeting of the COP and the COP/MOP is planned to hear statements by observer organizations. On Friday, 10 December, the COP and the COP/MOP will hold separate meetings to adopt decisions and conclusions arising from the current sessions.

9. In accordance with the conclusions adopted by the SBI at its 32nd period of
meetings,3 all meetings are scheduled to conclude at 6 p.m., mainly in order to allow Parties and regional groups sufficient time to prepare for daily meetings, with the possibility, in exceptional circumstances and on a case-by-case basis, of a further two or three hours.

10. The SBI also recommended4 that the secretariat, in organizing future sessions, follow the practice of not organizing more than two plenary meetings and/or contact groups simultaneously, and that the total number of meetings held simultaneously, including informal meetings, should not exceed six, to the extent possible. It further recommended that the secretariat, in scheduling meetings, continue to take into account the constraints of delegations and, where possible, avoid overlapping discussions on similar issues.
